Bali Police Condemned for Allowing CSOs to Disband People’s Water Forum

Denpasar Democracy Forum has condemned the Bali Regional Policefor allowing the dissolution of the People’s Water Forum (PWF) agenda in Baliby community organizations (CSOs).

Denpasar Democracy Forum Coordinator Ignasius Darmawan said based on the information received, the dissolution of the agenda was carried out by mass organizations on behalf of Patriot Garuda Nusantara (PGN) on Monday (20/5). Not only earlier this week, the intimidation action to prevent the discussion of the People’s Representative Forum at a hotel in Denpasar was again carried out by a mob suspected to be from mass organizations.

On Tuesday (21/5), it was mentioned that intimidation was carried out by means of adjudication, locking of discussion rooms, verbal and physical violence against discussion participants, to the expulsion of invited guests. One of those expelled was former MK I judge Dewa Gede Palguna who was supposed to be one of the speakers at the forum.

“We condemn the Bali Police’s neglect of arrogance on the part of mass organizations that have intimidated and persecuted civil rights,” Darmawan said in a written statement on Tuesday.

Denpasar Democracy Forum condemns the actions of mass organizations that are considered anti-democratic and degrading in dignity, human rights and are considered to violate article 28 of the 1945 Constitution.

Therefore, Darmawan said his party asked the Bali Regional Police to guarantee the right of citizens to assemble and express opinions.

“We call on the police to take firm action and arrest mass organizations that commit acts of intimidation, persecution and other acts of violence against civilians in the shortest possible time,” he said.

The People’s Water Forum (PWF) is planned to be held in Bali on May 21-23, 2024. The People’s Water Forum initiated by a number of NGOs to environmental activists is intended as a space to criticize water privatization, and encourage water management for the welfare of the people.

The activity was reportedly dispersed by dozens of people of the Garuda Nusantara Patriot Mass Organization (PGN) on Monday, May 20, 2024.

The organization allegedly carried out a series of intimidation, violence and terror on the organizing committee and residents present. PWF is said to be a civil society agenda carried out to respond to the agenda of the 10th World Water Forum which was also held in Bali this week.

Previously, when confirmed, the Head of Public Relations of the Bali Regional Police, Kombes Pol Jansen Avitus Panjaitan, said that his party was not aware of the issue of dissolving the PWF agenda.

According to him, until now there has been no official report to the police regarding the disbandment.

“The point is that the Bali Police are not aware of any activities carried out at the hotel and also the plans of parties who prohibit or stop these activities,” Jansen said on Monday (20/5).

Jansen said the PWF activist group did not comply with the rules in expressing opinions in public.

“There is no notification as per the rule, even tends to be secretly disseminated through social media,” he said.
