Midwife Prabumulih Suspected of Malpractice for Illegal Practices for 14 Years

Policeofficially named a midwife who also served as a lurah in Prabumulih, South Sumatra, ZN (51) as a suspect in alleged malpractice that led to the death of a patient.

From intensive police investigations, it is suspected that ZN has been practicing illegal practices as a midwife for dozens of years. The reason is, ZN’s license to practice as a midwife has been dead since 2010 and has not been renewed until now. This was revealed after the evidence of the permit was confiscated by the police.

Head of Public Relations of South Sumatra Regional Police Kombes Pol Sunarto said investigators had seized evidence in the form of ZN’s dead practice license.

“Evidence of a midwife practice license (SIPB) in the name of ZN who has been dead since July 26, 2010, has been secured,” Sunarto said on Tuesday (21/5) as quoted from detikSumbagsel.

In addition, there is also a midwife registration certificate in the name of the person concerned who has been dead since January 28, 2017. Police also confiscated D1, D3, D4 and S2 education diplomas in the name of ZN.

“Then, the Skep (decree) of Wako Prabumulih regarding the appointment of positions within the Prabumulih City Government, where ZN was declared not to work at health facilities owned by the Prabumulih City Government as health workers,” said Sunarto.

ZN’s alleged malpractice has long been sniffed by the Prabumulih City Government. On March 18, 2021, the Prabumulih Health Office had issued a letter of reprimand for ZN to stop the practice of the midwife.

“A warning letter for midwife practice activities from the Prabumulih City Health Office dated March 18, 2021, was also secured along with medicines and medical devices, doctors’ medical personnel’s clothes, patient treatment books, midwife practice signs or boards and beds for patients,” said Sunarto.

From all this evidence, the police finally determined ZN as a suspect for alleged malpractice by violating articles of the Health Law. Even then, he continued, ZN admitted for 14 years that he had been practicing illegal midwives – without permission from the city government and ignoring a letter of reprimand from the health office.

“ZN himself has admitted that he has opened an independent midwife practice without a license, and does not have a registration certificate (STR) and a midwife practice license (SIPB). He also admitted that there was a reprimand from the Prabumulih City Health Office regarding midwife practice activities but they were not heeded and continued to open the practice,” said Sunarto.

Police are still investigating ZN’s motives for illegal midwives’ practices. Meanwhile, police still suspect ZN did it only for personal gain to get money for medical payments from the public.

“As for the motive, we have not yet reached there, what is clear as proof of the article is that the suspect has confessed to his actions. The direction is new to personal gain. If it is about that (inspired to become a doctor figure or just need recognition from the community) there is no explanation, “said Sunarto.

In this case, ZN faces 5 years in prison and a fine of IDR 500 million. His actions violated article 441 paragraphs 1 and 2, article 312 b, article 439 of Law number 17 of 2023 concerning Health.

This case is uproarious on social media because a patient Rusdalia (59) died due to alleged malpractice by ZN.

Prabumulih AKBP police chief Endro Ariwibowo earlier this month said police had visited the scene and conducted a crime scene at the midwife’s office.

There, police are also looking for a number of items of evidence related to the alleged malpractice. In addition, police have also questioned ZN, her husband, a nephew and the local RT chairman.

“We are looking for witnesses who know the midwife’s practice activities so far and have taken statements as many as four people, the head of the RT, the midwife’s nephew, the midwife’s husband and the midwife,” he said.

Not only that, he continued, the relevant Prabumulih Health Office and the Indonesian Midwives Association (IBI) have also been asked for information to investigate the case.

“We have also asked for witness statements from Prabumulih Health Office officials and IBI officials, two witnesses have been taken,” he said.
