PAN Faction Chairman Questions the Candidate Vote Counting Results System at the KPU

Chairman of the National Mandate Party (PAN) faction Saleh Partaonan Daulay mentioned the difference in the number of votes in the system of counting the legislative election columns (pileg) of the DPR RI and Provincial DPRD on the KPU website.

Saleh said that the calculation formula that should be the number of valid votes of all candidates in one party plus the number of valid party votes becomes the total number of valid votes of the party.

“However, on the KPU website, the total votes of a party are different from what they should be,” Saleh said.

According to Saleh, there were a number of irregularities related to the counting of votes on the KPU website. He also questioned about the percentage of the amount of data said to have increased, but the number of candidate votes actually decreased dramatically.

In addition, Saleh also saw the difference in the number of votes from the C1 recap in the Region column with the recap in the Dapil column.

“The total votes of parties that did not pass PT are shown to be very small compared to the real votes of candidates and their parties. Are there any calculation formula errors that need to be corrected immediately? This point is the area of experts and the KPU IT team who have the right to answer,” said Saleh.

On the other hand, the calculation formula in the Regency / City DPRD Legislative Election column is said to have no errors.

Furthermore, Saleh encouraged the public to monitor and supervise the votes of each candidate supported. Although the data in the KPU Recapitulation Information System (Sirekap) is not the basis for determining the results, he emphasized that the public hopes that the results displayed are in accordance with the manual recap.

“That way, the community can also monitor and supervise the acquisition of each candidate they support. Instead, we need the use of IT and digitization of vote counting for this kind of business,” he continued.

For this reason, Saleh requested that the KPU could immediately improve Sirekap, where the final results remained based on tiered manual recaps.

“The budget is quite large. So, it really needs to be improved immediately so that people can participate in guarding all stages of the election,” Saleh said.

After the 2024 election on February 14, manual and digital counting of the final results is currently being carried out. Different from the quick count (QC) of the presidential election (pilpres) which directly mentions the estimated gains of the three candidates, the legislative elections (pileg) on average only mention party gains.

Saleh stated that this caused each candidate to collect and document their own C1 recap results from all polling stations.

On a different occasion, the Head of the Technical Division of the Implementation of the KPU RI Idham Holik stated that the KPU would ensure the accuracy of the data on the results of the votes of election participants in the Sirekap, as well as the data displayed to the public through the pemilu2024.kpu.go.id website.

“The accuracy of the election participant’s vote data is indicated by the synchronous data between the data contained in the Model Form C photo (plano format) and the reading results of the photo displayed in numerical data,” Idham said on Sunday (18/2).

He explained, there are two data reading technologies in the photo of Model Form C. Results on Sirekap, namely OMR (Optical Mark Recognition) for Presidential Election Sirecap and OCR (Optical Character Recognition) for Pileg Sirecap which includes DPR, DPD, and provincial DPRD and district/city DPRD.

If there is an error or inaccuracy in the reading results of Model C form documents in OMR, the reading technology does not allow KPPS to make edits and/or corrections. Corrections can only be made by the KDP Sirekap operator in the Plenary Meeting forum of the Recapitulation of the Results of the Vote or by the district/city KPU Sirecap operator.

This is based on checking the synchronization of data on the results of votes in Sirekap, public complaints, or media publications.

Meanwhile, OCR allows KPPS at the polling station location after uploading a photo document Form Model C. to make edits or corrections to inaccuracies or errors in the results of reading data in photos.

“If KPPS misses inaccuracies or errors in the results of the data reading, then Sirekap PPK and KPU operators can correct it,” said Idham.
